The Detective Staff in Kowloon

has been strengthened by placing an European detective

officer directly in charge of it, and the Captain

Superintendent of Police has found means of strengthening

the Police on day duty.

If these measures coupled with an

improved system of information and the recent drastic use

of the Banishment Ordinance do not produce the desired

result, other measures must be taken. The returns of crime

for the year up to end of September show a considerable

increase in the current year as the attached table will

make clear, and although the effect of the measures that

have been taken has not fulfilled anticipations, it is

not unsatisfactory to note that in the more serious cate-

-gories, robbery, burglary, and housebreaking, the figures

for the quarter ended 30th. September compare not un-

-favourably with the figures for the same period in the

two preceding years.

The increase in crine that has

made itself apparent during the current year is no doubt

largely - due to the condition of lawlessness which

prevails in the neighbouring provinces of China. The facts

reported
